The doors to the GAIN animal shelter in Yigo will remain open.  According to Department of Agriculture acting director Joe Torres, the agency will finally settle its two-year-old unpaid power and water bills.

He explained, "GPA and GWA have agreed not to disconnect utility services now that BBMR and the Legislature are working with the Department of Agriculture to allow prior year obligations to be paid out with Fiscal Year 2009 funding."  Torres hopes to pay off the $58,000 water bill by the end of the month, and GAIN's $18,000 power bill soon after.

Local NewsGuam - Dog fighting is not something that is new to the island, in fact it's probably more common than most people are aware of, and this underground activity continues to grow in popularity even with laws that are in place to prevent it from happening. Recently the Pacific News Center brought you exclusive video of illegal dog fighting taking place right here on Guam, and even more of these types of images are available on line. But despite that, the Guam Police Department is finding it hard to combat the situation.

Guam Police Chief Paul Suba has confirmed in previous interviews with PNC that there is an investigation underway into the illegal dog fighting, however GPD spokesman Officer Allan Guzman could not give specifics on any individual case. He says though there have been cases in which high profile individuals, and even law enforcement personnel have been involved.

Just this month, a law was passed which criminalizes dog fighting locally. The Humane Society of the U.S. has also stepped in and has offered a reward of up to $5,000 for information which leads to the arrest of individuals involved in dog fighting.

Guam -  The Humane Society of the United States (HSUS), a non-profit organization, backed by nearly 11 million Americans has commended both Acting Governor Mike Cruz for signing legislation that criminalizes dogfighting on Guam into law, and Guam Animals in Need for advocating steep penalties for the crime. In a news release, HSUS Hawaii state director Inga Gibson says the “sick sense of entertainment” will now properly be fought by the Guam Police Department who can “aggressively root dogfighting out from the dark corners where it festers" thanks to the law.

In addition to the deterrent in statute, the HSUS offers up to $5,000 for information leading to the arrest and conviction of anyone involved in animal fighting. For more information on the program, visit humanesociety.org/rewards.  The law was introduced and written by Senator Ray Tenorio.
